Khiam Center's Report on Palestinian prisoners in Israeli Prison
Latest statistics on Palestinian prisoners in Israeli prisons reveal that the Israeli occupation forces arrested since 1967, more than (750) thousand Palestinians, including tens of thousands of children and women, and among them more than (70) thousand cases of arrest recorded since the start of the Aqsa Intifada in September 2000.
Now, there are 6700 prisoners in the Israeli prisons, among them, (287) children, and (36) women, and (203) detainees without trial and (12) deputies in the Legislative Council, while hundreds of prisoners who suffer from serious diseases are still forgotten without receiving the necessary care. Dozens of prisoners are languishing in solitary cells for many years, rather than (79%) of prisoners are sentenced to various periods, including (815) prisoners are sentenced to life imprisonment, including (5) prisoners, and (593) prisoners had trials for more than twenty years, and (476) had trials for more than 15 to twenty years imprisonment, and (1772) are sentenced to prison for 5 to 15 years.
The total number of prisoners without trial is (203). Six detainees form Gaza have the status of "unlawful combatant." (308) prisoners were detained before the Oslo Accords and the establishment of the Palestinian National Authority on the fourth of May 1994, and they were called "prisoners of old," (118) prisoners among them have been held for more than twenty years and are called "Deans of prisoners," such as those who spent more than a quarter century in prison, Nael and Fakhri Barghouti and Akram Mansour are the oldest prisoners as they have been arrested for more than thirty-one years.
Administrative detention
Is defined as (the process of the executive authority the arrest of a person and deprive him of his liberty without any specific accusation to him and not brought to trial but through the use of administrative procedures, which means to keep the Palestinians in detention in accordance with the administrative order and without a judicial decision and indefinite periods which might extend to many years).
As for the numbers of the overall decisions of administrative detention issued against Palestinian detainees since the start of Al-Aqsa Intifada in September 2000, reached to (21) thousands decision, between the new administrative detention and the renewal of administrative detention. Since 1990 until today, the highest records of detention were in 2007, (3101) administrative decisions were taken, and most of those detainees were imprisoned for their political views and activities, many of them had been arrested and subjected to prolonged periods of investigations and did not demonstrate against any security offenses or offenses against the law of occupation, or were arrested after being released a few days, or were transferred to administrative detention after the expiration of their sentences directly without being released.
Former prisoners
The number of "prisoners of Deans,"- a term given to the prisoners who had spent twenty years or more in the prisons of the Israeli occupation and continuously- reached to , to (123) prisoners. In addition to the list of prisoners who spent more than a quarter of a century in the Israeli prison which increased to 23 prisoners. However, it may probably reach 27 prisoners by the end of the current year.
Many prisoners are still languishing in the prisons since the year 1978,
There are prisoners still in jail since April of 1978, Nael Al-Barghouti the oldest prisoners in the world.
Fakhri Al-Barghouti was arrested after two months and Akram Mansour followed him after four months.
Children of prisoners
In the latest couples of months especially in September 2010, the brutal violations of the Israeli occupation have increased against the Palestinian children. Sayel Abu Qwaider was arrested from the vicinity of his school in Al- Khalil, and has attacked him during the investigation and was accused throwing stones. Before releasing him…….. A few days later, a 13 year-old child, Karam Khaled Daana was arrested the child was arrested for the same accusation, and was driven from his family to prison.
The same action was taken against the child Hassan Fadl Al-Mohtaseb (12 years), who was arrested along with his brother, the child Amir (9 years), and was held for 8 days, and then was presented to the court twice under the pretext of throwing stones at Israeli soldiers, where they were to extend the detention at the first time, while in the second, the court decided to release him.
Since the beginning of the year 2010 the Israeli occupation forces arrested more than 7000 children (between 10 to 18 years old) mostly students of elementary and intermediate schools.
Since the outbreak of the second Palestinian uprising in 2000, at least 7000 Palestinian children were arrested between 10-18 years, and many of the children who were arrested and are under the legal age have passed the age of eighteen and are still in prison.
Female Prisoners (the case of Ihsan Dababsa):
“December 11, 2007” will forever be traced in the memory of Ihsan Dababsa(24 years) who was arrested by Israeli soldier and was subjected to different means of humiliation. The incident which was recorded and distributed to all media all over the world shows that the soldier was harassing her and putting loud music and dancing around and mocking while she was handcuffed and blindfolded after he arrested her on an Israeli checkpoint.
